TW.10 Dealing with the Deep Uncertainty of Sea Level Rise

There are different types of uncertainties – unpredictability (e.g. global emission scenarios and changing climate conditions, urbanisation), incomplete knowledge (e.g. lack of knowledge, limited data availability) and ambiguity (e.g. differing stakeholders’ perspectives/values).

Not considering these uncertainties in decision making may result in future options becoming constrained by earlier decisions, or situations where assets are obsolete before end of design life. To manage uncertainties while ensuring adequate system performance, adaptive planning is necessary to safeguard the future and interests of Singapore.

This thematic webinar invites you to catch a glimpse of some of the uncertainties associated with sea level rise, decision making tools and building with nature as a future proof strategy.

About the Speakers


Hazel Khoo

Hazel Khoo
Director, Coastal Protection
PUB, Singapore's National Water Agency

Ms Hazel Khoo is the Director of Coastal Protection Department in PUB, The National Water Agency. She currently leads the Department to drive and coordinate whole-of-government efforts to develop long-term strategies to protect Singapore from the threats of rising sea levels and to address both coastal and inland flood risks holistically. One of her immediate key tasks is to oversee site-specific studies for City-East Coast and northwestern coast of Singapore to develop coastal adaptation pathways and measures that are adaptive to climate uncertainties and integrate with the land use/master plan of the coastal areas. She will also lead her team to develop a Coastal-Inland Flood Model to better equip the organisation for coastal protection planning and operations amidst climate change.

Previously, as the Deputy Director of the Policy and Planning Department, Hazel developed strategies for the Water Master Plan to ensure resilient, sustainable, and holistic management of the water supply and used water systems to meet the long term needs of Singapore. As part of her work, Hazel collaborates closely with various planning and economic agencies to support PUB’s planning objectives. Prior to that, Hazel also headed the Western Catchment Planning Division in PUB’s Catchment and Waterways Department, responsible for the planning of drainage systems.

Hazel holds a Masters of Science (Environmental Science and Engineering), a Masters in Public Administration, and Bachelor of Engineering (Civil Engineering).

Dale Barker

Dr Dale Barker
Centre for Climate Research Singapore

As the Director of CCRS, Dr Dale Barker provides strategic direction, oversight of the centre’s weather/climate science activities, and engages with senior stakeholders in the national/international weather/climate community.

Dr. Barker has extensive experience in data assimilation research, use of observations in Numerical Weather Prediction (NWP), and regional climate reanalysis. He led the WRF data assimilation programme at the US National Center for Atmospheric Research (NCAR) in Boulder, Colorado (1999-2009). Between 2010 and 2018 he led the scientific development of the first EU-funded European regional reanalysis. In his previous role before joining CCRS, Dr. Barker was the Associate Director for Weather Science at the Met Office, leading 200 staff working in meteorological R&D and the research-to-operational transition of global/local NWP, ocean/wave forecasting, air quality, and atmospheric dispersion systems.

Dr. Barker is a Fellow of the Royal Astronomical Society (FRAS) and Royal Meteorological Society (FRMetS). He is a visiting professor at Reading University UK, an NCAR affiliate scientist, previous member of WMO/WWRP’s mesoscale weather forecasting WG, and chairs the scientific advisory committee for the new KIAPS Korean NWP system.


Naomi C. Hanakata

Asst Prof Naomi C. Hanakata
Assistant Professor, Department of Architecture
National University of Singapore

Dr. Naomi C. Hanakata is Assistant Professor for Urban Planning at the National University of Singapore and consultant at a research and planning practice based in Singapore.

Her work focuses on the research and development of adaptive planning strategies to deal with uncertainties and dynamic urban futures in urban development and planning. Addressing challenges of decarbonization, decentralization of resources and digitalization in planning practice as well as everyday life are central in her work towards sustainable and equitable urban futures.

Prof. Naomi Hanakata is a PI of several research projects looking at energy landscapes and adaptive planning and she is currently a Fellow of the Salzburg Global Seminar.


Laura Vonhögen-Peeters

Dr Laura Vonhögen-Peeters
Deltares Singapore Office

Laura Vonhögen-Peeters has been working for Deltares Singapore and NUSDeltares since 2017. As an Earth Scientist at Deltares she is involved in resource management, climate adaptation, and urban resilience.

Laura started working at the Geological Survey of The Netherlands (TNO-GSN) and transferred to Deltares in 2010. In the Netherlands she has been involved in research for the support of the national coastal maintenance policy as well as extensive geo-archeological mapping of the North Sea (e.g. availability of sand and the impact of soft sediments). In Singapore, she has been working on integrated groundwater studies for the Public Utilities Board (PUB) since 2012, focusing on the availability and sustainable use of fresh water.

In Singapore, Deltares is part of the knowledge alliance with the National University of Singapore (NUS), called NUSDeltares. In this alliance both institutes work together on the topics of Climate adaptation, High density living, Urban water management, and Data, Models and Hydro-informatics.


Vladan Babovic

Professor Vladan Babovic
Department of Civil & Environmental Engineering
National University of Singapore

Vladan is a leading scientist in the field of hydroinformatics where he has been spearheading research in artificial intelligence, machine learning and computer modeling of hydraulics and hydrological phenomena from 1990s. In more recent years, his work on flexibility and real options pertaining to decision-making under deep uncertainties in water- and climate-related domains is gaining wider recognition.

In addition to being a leading researcher and educator, Vladan is a scientist entrepreneur who was instrumental in securing funding and subsequently lead establishment and managed growth of research institutes, 65 million Singapore Delft Water Alliance (SDWA) and NUSDeltares, for both of which he served as the founding Director. Under his leadership SDWA and NUSDeltares were recognized in March 2014 by prestigious Winsemius Awards.

Vladan is a Chartered Engineer and a Member of the Institution of Engineers (Singapore).
