To ask the Minister for National Development (a) how does the Building and Construction Authority (BCA) decide which companies are to be selected to participate in the Annual Return of the Construction Industry survey conducted under the Statistics Act 1973; and (b) how can the BCA support these companies that are required under law to furnish specific information, especially when there are cost implications to them.
Answer:
BCA conducts the Annual Return of the Construction Industry survey to obtain information to monitor the structure and performance of the construction industry. The survey is required by the Department of Statistics (DOS) for the compilation of national accounts, which entails similar surveys of companies in other economic sectors.
For the annual survey, BCA selects companies that perform general building and civil engineering works, and larger companies that perform certain types of specialised construction-related activities, such as piling works and precast production. Other companies are also selected at random across the construction industry.
BCA has been providing companies with support and guidance in completing the annual survey. For example, those that need additional time to complete the survey can request a deadline extension, while those that face difficulties with the survey can also reach out to BCA for assistance.
