Release of FY2024 Town Council Management Report (TCMR) – Operational Report

The Ministry of National Development (MND) has released the FY2024 TCMR Operational Report on the performance of the 17 pre-General Election (GE) 2025 Town Councils (TCs) from April 2024 to March 2025.
Under the TCMR Operational Report, TCs are assessed across four operational indicators (Estate Cleanliness, Estate Maintenance, Lift Performance and Service & Conservancy Charges (S&CC) Arrears Management), using three colour bands - Green, Amber and Red.
Summary of FY2024 TCMR Results
All the pre-GE2025 TCs have scored “Green” for all four indicators in the FY2024 report, similar to the FY2023 TCMR. The results are summarised below. See Annex A for detailed breakdown of results. Details of the TCMR framework and banding can be found here.

Observations
Some observations for the indicators are as follows:
a. Estate Cleanliness. All pre-GE2025 TCs were banded “Green” as they all had less than four counts of cleanliness observations per block on average.
b. Estate Maintenance. All pre-GE2025 TCs were banded “Green” as they all had less than four counts of maintenance observations per block on average.
c. Lift Performance. All pre-GE2025 TCs were banded “Green” as they all had less than two lift faults per 10 lifts each month, and less than one hour of downtime per lift each month.
d. S&CC Arrears Management. All pre-GE2025 TCs were banded “Green” as they had less than 40 per cent of the monthly collectible S&CC for the town overdue and less than four in 100 households that owed arrears for three months or more.

The Corporate Governance performance of the pre-GE2025 TCs from April 2024 to March 2025 will be published in the FY2024 TCMR Governance Report, that will be released in December 2025 after MND has received and reviewed the TCs’ audited financial statements and their auditor’s reports.
FY2025 TCMR Assessment
As the post-GE2025 TCs were formed on 30 May 2025 following the GE2025, the newly-formed and reconstituted TCs will require a transition period to stabilise their operations after the handover of Towns. Therefore, MND will not publish the TCMR Operational and Governance Reports for FY2025 (April 2025 to March 2026). During this period, MND will continue to monitor the performance of the TCs and share our feedback with the TCs to better support their transition. We will resume publication of the TCMR Reports from FY2026 (April 2026 to March 2027). This is consistent with the approach taken after GE2020.
