Release of First Half 2020 Government Land Sales (GLS) Programme

1. The Government today announced the first half 2020 (1H2020) Government Land Sales (GLS) Programme, which comprises three Confirmed List sites and eight Reserve List sites. These sites can yield about 6,490 private residential units, 114,000 sqm gross floor area (GFA) of commercial space and 1,070 hotel rooms (see Appendix 1 & Appendix 2).


2. The Confirmed List comprises two private residential sites [including one Executive Condominium (EC) site] and one commercial & residential site which can yield about 1,775 private residential units (including 600 EC units) and 22,000 sqm GFA of commercial space.


3. The Reserve List comprises four private residential sites (including one EC site), three White sites and one hotel site. These sites can yield about 4,715 private residential units (including 595 EC units), 92,000 sqm GFA of commercial space and 1,070 hotel rooms.


Supply of Private Housing

4. The supply of private housing units in the pipeline remains high, at around 39,000 units currently, even though it has declined progressively over the past few quarters[1]. This pipeline supply comprises around 34,000 unsold units from GLS and en-bloc sale sites with planning approval, and an additional 5,000 units from sites that are pending planning approval[2].


5. While the demand for private housing units has increased in the past two quarters, the overall transaction volume has remained modest relative to the period leading up to the introduction of the property market cooling measures in July 2018. Meanwhile, developers’ demand for residential land remains moderate and there continues to be bidding interest for GLS tenders.


6. To continue to cater to the housing needs of the population, the Government has decided to keep the supply of private residential units on the Confirmed List for the 1H2020 GLS Programme broadly similar to that for the 2H2019 GLS Programme[3]. The Government will continue to monitor the property market closely and adjust the supply for future GLS Programmes, as necessary.


Supply of Commercial Space

7. The 22,000 sqm GFA of commercial space on the Confirmed List is mainly from the predominantly residential site at Jalan Anak Bukit with an integrated bus interchange, and will provide amenities for commuters and residents in the area.


8. The 1H2020 Reserve List includes a White site at Woodlands Avenue 2 for a mixed-use development, which is carried over from the 2H2019 Reserve List. This will help to sustain the development momentum of Woodlands Regional Centre as a major commercial node outside the city, in line with the Government’s objective of decentralising employment centres to bring job opportunities closer to homes.


Supply of Hotel Rooms

9.  The 1H2020 Reserve List includes two sites at Marina View and River Valley Road, which are carried over from the 2H2019 Reserve List. These sites will provide ample opportunities for developers to initiate additional supply of hotel rooms over and above the current pipeline supply.

(1) The estimated number of residential units for Executive Condominium sites and sites in Central Area take into account the average unit sizes of recent comparable developments. The Development Control guidelines issued on 17 Oct 2018 for the maximum allowable number of residential units are used to estimate the yield of residential units for sites in Outside Central Area. The estimated number of hotel rooms for some sites have been adjusted based on revised site areas. 

(2) New sites introduced in 1H2020.

(3) Sites are imposed with a retail cap of 2,000 sqm GFA. 

(4) A mixed-use development with integrated bus interchange (estimated 5,000 sqm GFA) and retail cap of 7,500 sqm GFA. 

(5) Site is imposed with a retail cap of 33,000 sqm GFA and a minimum office quantum of 45,000 sqm GFA.

(6) This is a Master Developer site with a total GFA of 390,000 sqm to be completed in phases over an estimated 11 to 13 years. The residential units for the site will be capped at 4,000 units and the non-residential GFA is capped at 50,000 sqm (including a retail cap of 10,000 sqm GFA). The estimation of 1,000 residential units and 10,000 sqm GFA of commercial space is based on the respective quanta expected to kick-start Phase 1 of the development and build up critical mass for this car-lite precinct.

Appendix 2

Status of the GLS Programme for the Second Half of 2019 (2H2019) 
(as at 3 December 2019)

1. The second half of 2019 (2H2019) GLS Programme comprised 13 sites, of which five are on the Confirmed List and eight are on the Reserve List.

2. To date, four of the five Confirmed List sites have been launched for tender and the remaining Confirmed List site will be launched for tender in the later part of December 2019. The tenders for the five Confirmed List sites will close progressively from January to March 2020.

3. A total of four residential sites, three White sites and one hotel site remain on the 2H2019 Reserve List, and will be carried over to the first half 2020 (1H2020) GLS Programme1.
