Formation of Town Councils

In accordance with the Town Councils Act 1988 (“the Town Councils Act”), the Ministry of National Development (MND) issued the Town Councils (Declaration) Order 2025 (“Order”) on 30 May 2025. This Order is to put into effect the formation of 19 Town Councils following the conclusion of General Election (GE) 2025.

The 19 Town Councils were formed at the request of the respective Members of Parliament (MPs). Of the 19 Town Councils, there are two newly established Town Councils, 12 reconstituted Town Councils and five Town Councils with unchanged town boundaries. Under the Town Councils Act, elected MPs are to form a Town for their own constituency or by grouping up to three constituencies together to form a Town. Each Town is to be managed by its own Town Council. MND encourages all Town Councils to work together to ensure a smooth transition, so that the needs of residents can continue to be served. Newly Established Town Councils

The two newly established Town Councils are Jalan Kayu and Punggol Town Councils.

The new Jalan Kayu Town Council has been established with the formation of Jalan Kayu Town comprising Jalan Kayu Single Member Constituency (SMC). The new Punggol Town Council has been established with the formation of Punggol Town comprising Punggol Group Representation Constituency (GRC).

Reconstituted Town Councils

Twelve Town Councils have been reconstituted due to changes in electoral boundaries, which resulted in some areas being transferred between Towns.

Four of the reconstituted Town Councils have been renamed:

The remaining eight reconstituted Town Councils are Aljunied-Hougang, Ang Mo Kio, Chua Chu Kang, East Coast, Holland-Bukit Panjang, Jalan Besar, Tampines and Tanjong Pagar Town Councils, and their names are unchanged.

Town Councils with Unchanged Town Boundaries

Five Town Councils continue with their names and town boundaries unchanged. These Town Councils are Bishan-Toa Payoh, Marsiling-Yew Tee, Nee Soon, Sembawang and Sengkang Town Councils. 

Hand Over and Take Over of Transferred Areas

Under the Town Councils Act, Town Councils have up to 90 days from the date of the Order to complete the hand-over and take-over of the management of areas to be transferred. As such, the two new Town Councils and the 12 reconstituted Town Councils will take over the management of the transferred areas with effect from 1 August 2025. Town Councils can also mutually agree to complete the hand-over and take-over on a date earlier than 1 August 2025. Respective Town Councils that agree to an earlier date will inform the affected residents of this date.
