Formation of Town Councils

As required under the Town Councils Act, the Ministry of National Development (MND) issued the following Orders on 1 October 2015 to put into effect the formation of 16 town councils following General Election 2015:

i. Town Councils (Dissolution of Various Town Councils) Order 2015;
ii. Town Councils (Declaration of Towns) Order 2015;
iii. Town Councils (Establishment) Order 2015.

The 16 town councils were formed at the request of the respective Members of Parliament (MPs), comprising two newly-formed town councils, 13 reconstituted town councils and one unchanged town council. MND encourages all town councils to work together to ensure a smooth transition, so that the needs of all residents can continue to be served. The constituencies under the 16 town councils are shown in Annex A.

Newly-formed town councils

The two new town councils are Jalan Besar and Marsiling-Yew Tee.

With the formation of Jalan Besar Town Council, Moulmein-Kallang Town Council and Potong Pasir Town Council were dissolved. The newly-formed Jalan Besar Town Council will take over management of the areas in Jalan Besar GRC and Potong Pasir SMC with effect from 1 October 2015. Other areas previously managed by the Moulmein-Kallang Town Council will, with effect from 1 October 2015, be managed by the town councils of Bishan-Toa Payoh, Holland-Bukit Panjang and Tanjong Pagar respectively, based on the new electoral boundaries.

From 1 December 2015, the newly-formed Marsiling-Yew Tee Town Council will take over management of the areas in Marsiling-Yew Tee GRC, which were previously managed by the town councils of Chua Chu Kang and Sembawang.

Reconstituted town councils

Thirteen other town councils were reconstituted as some areas under their purview became part of other towns due to changes in electoral boundaries or the grouping of constituencies for a town. The management of these areas will be transferred to the reconstituted town councils with effect from 1 December 2015.

Among the reconstituted town councils, the town councils of Aljunied-Hougang-Punggol East, East Coast and Jurong were, at the request of their respective elected Members of Parliament, renamed Aljunied-Hougang, East Coast-Fengshan, and Jurong-Clementi respectively. The other reconstituted town councils are the town councils of Ang Mo Kio, Bishan-Toa Payoh, Chua Chu Kang, Holland-Bukit Panjang, Marine Parade, Nee Soon, Pasir Ris-Punggol, Sembawang, Tanjong Pagar, and West Coast.

Unchanged Town Council

There is no change for Tampines Town Council, as its town area remains unchanged.
