Question  

To ask the Minister for National Development whether HDB can (i) extend electrical wiring checks under the Home Improvement Programme and Enhancement for Active Seniors beyond circuit breakers, water heaters and light switches to cover general wiring for the whole flat (ii) incorporate such checks at other upgrading milestones and (iii) co-fund rewiring works where fire risks are found, to provide greater safety and assurance for seniors.

Answer

The electrical wiring checks under the Home Improvement Programme and the Enhancement for Active Seniors programme prioritise key electrical components such as the Residual Current Circuit Breakers and water heaters, as the risk of electrical hazards is higher if these installations are non-compliant.

Fires of electrical origin may also be related to user behaviour, such as overloading of electrical sockets and use of uncertified electrical devices. Flat owners are encouraged to refer to the Energy Market Authority’s website for tips to keep themselves and their families safe from electrical-related accidents.

Residents that face electrical wiring issues beyond those covered by HDB’s upgrading programmes should engage a Licensed Electrical Worker to assess and rectify the issues. HDB can also help to refer residents to the People’s Association or social service agencies if they require financial assistance.
