Written answer by Ministry of National Development on review of Building Maintenance and Strata Management Act 2004, and addressing maintenance issues in ageing condominium developments

To ask the Minister for National Development (a) what is the current status of the review on the Building Maintenance and Strata Management Act 2004; (b) what measures are being considered to address the issues that ageing condominiums face in maintenance; and (c) whether there are plans to require the collection of adequate sinking funds so that condominium facilities are safely maintained.
This response will also address similar Parliamentary Questions (PQs) raised by Mr Yip Hon Weng (PQ 26) and Ms Valerie Lee (PQ 154) for subsequent sittings.
The Building and Construction Authority (BCA) is currently reviewing the Building Maintenance and Strata Management Act to strengthen self-governance and support effective estate maintenance. In particular, BCA is studying ways to address ageing infrastructure issues faced by older condominiums, as well as inadequate sinking funds to maintain or upgrade such infrastructure. The review will be completed by the first half of next year.
