The SO² and NOx content in the ambient air should not exceed the limits stipulated for China’s National Ambient Air Quality Grade 1 standard for at least 155 days.
Quality of Water Bodies within the Eco-city
All water bodies in the Eco-city should meet Grade IV of China’s latest national standards.
Wetland Protection Rate
There should be 100% wetland protection.
Ecological Shoreline Retention Rate
There should be 100% ecological shoreline retention by 2020.
Comfortable Living Environment
Native Vegetation Index
At least 70% of the plant varieties in the Eco-city should be native plants/vegetation.
The Eco-city should achieve 100% barrier-free accessibility.
Urban Heat Island Effect Intensity
The intensity of the urban heat island effect in the Eco-city should not exceed 2.5°C by 2035.
Noise Pollution Levels
Noise pollution levels must satisfy the stipulated standards for different functional zones.
Access to Parks and Green Spaces
All residents should have access to parks and green spaces within a 5-minute walk by 2035.
Access to Free Recreational and Sports Amenities
All residential areas in the Eco-city should not be more than 500 m away from free recreational and sports amenities.
Proportion of Affordable Public Housing
At least 20% of housing in the Eco-city will be in the form of subsidised public housing by 2035.
Proportion of Green Buildings
All buildings in the Eco-city should meet green building standards.
Healthy Living Lifestyle
Per Capita Daily Water Consumption
The daily water consumption per day for each person should not exceed 110 litres by 2035.
Per Capita Daily Domestic Waste Generation
The amount of domestic waste generated by each person should not exceed 0.8 kg daily.
Proportion of Low Carbon Trips
At least 65% and 95% of trips within the Eco-city should be in the form of green trips by 2020 and 2035 respectively. Green trips refer to non-motorised transport, i.e. cycling and walking, as well as trips on public transport.
Proportion of Active Social Groups
At least 80% of the social groups must maintain a certain level of activity by 2020.
Proportion of people who meet World Health Organisation’s recommended levels of physical activity for health
At least 80% of the adults and 100% of the children in the Eco-city engage in 150 minutes of moderate intensity activity per week and 60 minutes of aerobic activity per week respectively by 2035.
Resident Health Literacy Rate
The resident health literacy rate in the Eco-city should reach at least 60% by 2035.
Comprehensive Water and Waste Management
Quality of Water from Taps
Water from all taps should be potable.
Annual Runoff Control Rate
The Eco-city should achieve an annual runoff control rate of at least 80% by 2035.
Overall Recycling Rate
At least 70% of total waste should be recycled by 2035.
Efficient Use of Resources
Wastewater Reuse Rate
There should be a wastewater reuse rate of 100% by 2020.
Usage of Water from Non-Traditional Sources
At least 60% of the Eco-city's water supply will be from non-traditional sources such as desalination and recycled water by 2035.
Usage of Renewable Energy
The proportion of energy utilised in the Eco-city which will be in the form of renewable energy, such as solar and geothermal energy, should be at least 25% by 2035.
Strong Workforce and Industries
Employment-Housing Equilibrium Index
At least 50% of the employable residents in the Eco-city should be employed in the Eco-city by 2020.
R&D Workforce in the Eco-city
There should be at least 150 R&D scientists and engineers per 10,000 workforce in the Eco-city by 2020.
Company Innovation Activity Rate
At least 75% of the companies in the Eco-city should participate in “active innovation” by 2035. “Active innovation” includes R&D and the acquisition of new technologies.
City Management Digitalisation Rate
The Eco-city should achieve a 100% real-time monitoring and publishing rate of municipal data by 2035.
Carbon Emission Per Unit GDP
The carbon emission per unit GDP in the Eco-city should not exceed 100 tonne-C per US$1 million by 2035.
Social Security Coverage
All residents in the Eco-city should be insured by the Chinese Government’s social security package.
