Mediation is the 2nd step after you have tried to talk to your neighbours, but to no avail. Noise disturbances are common in any high-rise and high-density living environments. When facing noisy neighbours, people usually want the fastest resolution. To some, this might be in the form of calling the authorities to complain about the noise.

However, no one likes a visit from the authorities. They might not be aware that their actions are causing disturbances to those around them, or they might not be the ones who are creating the noise issue. Let’s try to approach the noisy neighbour using the 5-step “FOCUS” method created by the Community Mediation Centre (CMC)! This allows both parties to come to a compromise and avoids damaging neighbour relations.

The National Environment Agency (NEA) and the Municipal Services Office (MSO)worked together to develop a multi-disciplinary experiment, to tackle the perennial issue of high-rise littering in HDB estates. A four-component experiment design, involving behavioural science, eye tracking, surveys and predictive modelling, was developed to test the effectiveness of five types of public education poster messages in deterring high-rise littering behaviour.Each poster message was designed to highlight different consequences(environmental positive, environmental negative, social positive, social negative, and financial consequences) of high-rise littering. Findings from on-ground observations showed that the use of these specially designed posters led to a reduction in high-rise littering in the experiment area. If you notice, the posters that have the highest effectiveness in reducing high-rise littering behaviours incude messages revolving around (1) social positive practices (i.e., being a good neighbour), (2) social negative practices (i.e., how littering dirties your neighbours’ clothes), and (3) environmental negative practices (i.e., how littering attracts pests and pigeons). This would be good to keep in mind if you would like to design your own public education materials about high-rise littering.

Freecycling is a green movement where instead of selling or throwing an item away, the community gives away something they no longer need. Think Carousell – but free! Check out these freecycle groups across Singapore, where some are right in your backyard here in Toa Payoh. You can even start your own freecycling group if none of these groups interests you.

OLIO (food) (inspiration)

OLIO is a free sharing app that is widely used around the world! OLIO connects neighbours with each other and with local businesses so surplus food can be shared, not thrown away. Although this is largely different from the bulky waste, this app shows how small actions collectively can lead to big changes. 6,310,450 users all around the world have joined this movement, 65,312,492 portions of food have been shared and this equates to 191,782,035 car miles saved! 62 counties have participated in the OLIO free sharing movement, including Singapore!

Singapore Freecycle Network (freecycle)

The Singapore Freecycle Network is a private Facebook group that brings together people with a common goal – to reduce waste! This is part of the larger, worldwide, Freecycle Network which consists of 5,352 Town Groups and 10,198,511 members across the globe. It's a grassroots and entirely non-profit movement of people who are giving (and getting) stuff for free in their own towns and thus keeping good stuff out of landfills.

The goal of the Singapore Freecycle Network is to reduce waste by connecting people who are giving goods to others who are seeking the same goods. It's a grass root and entirely non-profit movement of people who are giving (& getting) stuff for free. It's all about re-use and keeping good stuff out of landfills.
