To reduce cigarette butt litter, UK environmental charity, Hubbub, created the Ballot Bin that allows users to vote on a fun question with their butts. The customisable bespoke bin is designed with windows to show the quantity of butts collected for each
voted answer. Questions could be changed from time to time and these fun polls have attracted much public and media attention (for example, a poll on the best footballer in the world).
Ballot bins have been used around the world, with results
of cutting litter by up to 46%.

Students from ITE College West created a bag dispenser which can be installed at void decks for dog owners to clean up. Residents can also donate bags for the dispenser. To complement its usage, the students also painted a pillar mural on use instructions and a message on responsible dog ownership.

Green Hub, set up by residents and Residents’ Network volunteers at 112 Bishan Street 12, is a lively meeting place offering free food, books and garden therapy. The space houses various community initiatives such as a community fridge, large urban garden and book-swap corner. Sustainable living practices are promoted at the hub with old appliances reused as planters and decorations made with recycled materials. The residents and grassroots work with various social groups, and collectively they chip in their time and efforts on activities such as food rescues, decoration work during festive seasons and composting of leftover food for the plants.
The Green Hub exemplifies how residents of different skillsets and interests can come together to create a rich and welcoming gathering space for the community. The “many helping hands” approach has not only made the work lighter but built many beautiful friendships and creations within the community.

Toa Payoh Central Zone 6 RN won the Lively Places Challenge by Housing and Development Board (HDB) in 2020 for their void deck project, Kampung Kakis. Boasting a 4-in-1 community incubator space with hydroponics, vending machines for Food Bank’s donations and a gathering area for residents, Kampong Kakis can be found at the void deck of 170 Toa Payoh Lorong 1. A group of Primary Five students from Ai Tong School designed reusable bags advocating the message of not feeding pigeons. 500 of these specially-designed bags were distributed to residents who were receptive to the students’ efforts in raising awareness on pigeon feeding. The students’ collaboration with the Thomson Sin Ming Court Residents’ Committee and then-Agri-Food and Veterinary Authority of Singapore helped to cut down the volume of feedback related to pigeon feeding in the estate by 80%.

Residents and grassroot leaders got together under the Love Our ‘Hood @ Pioneer initiative to develop community norms to manage neighbour noise. Developed from a process of field inquiries, on-site experiments, consensus building and evaluation, the resulting community norms addressed four main noise-related categories: (1) noise from daily activities; (2) noise from leisure activities; (3) noise from renovations; and (4) desirable quiet hours (see attached images).
Strong consensus (70% and above) was found for majority of the norms, and norms which required residents to reach out directly to their neighbours received lower consensus. To explore using an alternative means of communication for residents to inform others on upcoming noisy activities, the participants created norms on the use of a common calendar.
The participants hope to work with the Pioneer Constituency Office and MSO to develop educational materials to generate awareness of the community norms.
In another related project, Community Advisory Panel on Neighbourhood Noise has been set up to define standards of acceptable and unacceptable levels of neighbour noise and congregation noise in common areas. As of August 2022, the panel is currently conducting engagement sessions with the public and is expected to put forth their recommendations at end of the year. A pilot taskforce involving grassroots leaders and multiple government agencies(then-Agri-Food and Veterinary Authority of Singapore, National Environment Agency, Municipal Services Office, and Ang Mo Kio Town Council) was formed to tackle pigeon-feeding and high-rise littering in Yio Chu Kang.
The 6-month pilot used a 3-pronged approach of community co-solutioning, population control and enforcement. Engaging residents through door-to-door visits, the grassroots volunteers played an important role with their understanding of the contextual background to the issues, knowledge of developments on the ground and rapport with residents.
Broad-based public education efforts to increase awareness of the issues, motivated the community to play their part in educating others and created a more targeted impact on individuals. The heightened profile of efforts to tackle high-rise littering and pigeon-feeding in the neighbourhood, and publicity materials showcasing successful enforcement methods, also increased deterrence against offenders.
At the end of the pilot project, the community saw a decrease of pigeon-feeding and high-rise littering feedback, and a reduction in pigeon population. The positive outcome has encouraged the agencies to scale up similar efforts in other pigeon-feeding hotspots.

Creative exhibits featuring trash have been used to generate awareness about harms of littering and importance of environmental sustainability. Here are some examples on how trash has been transformed into “trashsure” with powerful messages:
1) Leithers don’t Litter, a grounds-up campaign on cleanliness initiated by a couple in Scotland (UK), held an exhibition featuring posters of discarded packaging of well-known products with their associated slogans twisted to showcase the impact of the litter. Titled Crapitalism – A Rubbish Exhibition”, the posters also took corporations to task for consideration about their business practices.
2) The New Children’s Museum in San Diego (US) held TRASH, an exhibition featuring art installations made with discarded items to make visible the often-ignored issues about trash and its management.
3) The #StreetsAhead campaign in the seaside towns of Brighton and Hove by environmental organization, Hubbub, featured a gigantic fish exhibit made of litter complemented with activities and promotional messages against littering.

4) Hubbub also collaborated with a team of artists to create “The Litter Shop of Horrors” – a pop-up shop installation of litter collected from a forest to showcase the permanent impact of littering. The shop was stocked with a variety of litter which had withstood the test of time, such as decades-old chips and candy packaging, drinks bottles with cork stoppers, and vintage cans.

Grassroots volunteers from Zhenghua Citizens’ Consultative Committee collaborated with Greenridge Primary School, Holland-Bukit Panjang Town Council, National Environmental Agency and People’s Association on an innovative anti-littering campaign.
The multi-faceted campaign leveraged social media and direct engagement to raise awareness on cleanliness. Through Facebook, the volunteers reached out to interested parties and identified littering hotspots with the help of the Residents’ Committee. The agencies also used Facebook to organise a Cleaner’s Appreciation Day to highlight the hard work of cleaners who keep the environment clean and green every day. Some 400 participants including residents, volunteers, teachers and students got their hands dirty in a “Picking Up Litter” initiative.
The nine-month campaign brought residents from all walks of life together for a common cause and fostered civic-mindedness and personal responsibility for a clean environment. The residents’ collaboration with the government agencies also helped to cultivate better understanding of the community’s needs and concerns.

Residents of Mountbatten interviewed Town Council cleaners to understand the littering issue in Tanjong Rhu and Kampong Arang. To nudge residents to bin their litter at all times, they proposed gamification techniques to promote usage of trash bins. Here are their ideas:
1) A basketball hood is designed for bins with top openings for residents to “score” by throwing their trash properly.
2) Educational posters are designed for placement at littering hot spots and on trash bins to remind residents to always bin their trash.
3) In order to encourage smokers to dispose their cigarette butts properly, the team has also specially designed a cigarette-like bin (left) with an ash tray on the top.
Results of this pilot project have been encouraging with a reported 50% reduction of litter at the basketball courts and benches and 20% improvement at the carpark.

Litterati is a mobile app that uses crowdsourcing to collect information on litter. Users load photos of litter picked onto the app which can identify the litter and geotag the location where it is found. In this way, the aggregated data can be used to inform governments, corporations and environmental organizations on the source, material and location of litter. Users can use the app to organize litter-picking events and track the positive impact generated!
App users become part of a global community where they can join or set up a challenge to meet with other participants. For a litter-picking challenge, identify an area where you would like to clean up and prepare tools such as gloves, tongs or litter grabbers and trash bags to hold the litter, as well as personal care items such as hat, insect repellent, sunscreen and bottle of water. Download the Litterati app on your mobile phone, set up an account and make sure your phone has sufficient power for use to take photos of your picked litter (one at a time):

Catching on the online shopping trend and increased levels of waste generated by single-use packaging, three environmentally-conscious Singaporeans set up Package Pals, a circular packaging initiative, to recycle packaging such as poly mailers, envelopes and bubble wraps (see image on the items currently accepted for donation).
The team has since expanded into a team of 20 volunteers who contribute their time and efforts collecting, sorting through, cleaning and distributing the donated recycled packaging to businesses. Residents of Tanjong Rhu Neighbourhood Committee organised a “Walk & Clean” initiative to promote neighbourhood cleanliness. Litter-picking tools were placed at every condominium guard house within their estate so that residents could easily use them at any time.
The campaign soon expanded beyond the initial 7 condominium blocks to other nearby private and public housing estates. Participants further spread the word bysharing photographs of their litter-picking activities via Facebook.

A Marsiling resident set up a 24-hour blessing booth at the common corridor outside her flat to give away donated pre-loved items such as clothes, books, shoes, kitchenware and other household items. Volunteers also helped to maintain the place and make promotional signs to promote the initiative.
With the community’s support, the blessing booth has expanded to give away donated groceries, and a second booth for apparel is now available (open from 3-9pm) at the second-floor void deck.
