SENIOR
APPOINTMENT CHANGES IN THE MINISTRY OF NATIONAL DEVELOPMENT
The
Ministry of National Development announces today the following
changes in its senior appointments which will take effect
from 1 June 06:

Mr
Tay Kim Poh, currently 2 Deputy Secretary (National Development),
will be appointed as Chief Executive Officer, Housing
and Development Board (HDB); |

Dr
John Keung Kam Yin, currently Deputy CEO (Building) of
HDB, will be appointed as CEO, Building and Construction
Authority (BCA); |
| • |
Mr
Chionh Chye Khye, currently CEO of BCA, will be appointed
as 2 Deputy Secretary (National Development). |

Mr Tay Kim Poh was Deputy CEO (Estates & Corporate), HDB
between March 2002 and August 2004. He played a key role in
the restructuring of HDB and the corporatisation of the Building
& Development Division in 2003, ensured the continued
delivery of quality services and the implementation of many
new public housing policies. As 2DS(ND) since September 2004,
Mr Tay oversees both the Housing and Strategic Planning Divisions
at MND HQ, on public housing and land use planning policies.
3 Dr John Keung Kam Yin was appointed Deputy CEO (Building)
of HDB on 1 March 2002. Dr Keung was URA’s Deputy CEO
(Development Control and Corporate Development) prior to his
appointment at HDB. He was appointed CEO, HDB (covering) in
April 2006 pending the appointment of the incoming CEO. As
Deputy CEO (Building), Dr Keung ensures that the Building
Group functions effectively in planning and developing new
towns, upgrading and redeveloping older estates, and seeking
continual advancements in building technology.
4 Mr Chionh Chye Khye joined BCA as its CEO on 1 March 2002.
Over the past four years, Mr Chionh has spearheaded initiatives
to raise the quality and productivity of the construction
industry, ensure building and infrastructure safety and foster
a progressive regulatory framework. He has also initiated
an export promotion drive to help construction firms expand
overseas. Mr John Lim, Chairman, BCA said “I would like
to express BCA's appreciation to Mr Chionh for his excellent
leadership of the Authority during his tenure as CEO. During
this period, many of the initiatives outlined in the Construction
21 Report were successfully implemented. I would like to welcome
Dr John Keung as our new CEO and am confident he will prove
to be equally effective.”

MND welcomes Mr Tay, Mr Chionh and Dr Keung into their new
portfolios. We are certain that their vast experience will
continue to be invaluable in their new appointments within
the MND Family.

Annex

TAY KIM POH
Mr
Tay Kim Poh, 53, was a PSC Scholar who graduated with a 1st
Class Hons degree in Engineering from the University of Singapore
in 1976. He later obtained a Master of Science (University
of Singapore) in 1980 and a Master of Business Administration
(National University of Singapore) in 1987.
2 Mr Tay began his career as a Mechanical Engineer in PWD
in 1976 before he joined HDB in 1986. In HDB, he held several
senior positions – Head (Management Services Section)
in 1986, Secretary HDB in 1990 and Chief Estate Administration
& Property Officer in 1996 – and rose to be the
Deputy CEO (Estates & Corporate) in 2002. For the period
Jan-May 05, he took on the additional role of Acting CEO HDB.
3 Mr Tay has been seconded twice to the Ministry of National
Development (HQ), once in 1980 as a Deputy Director and more
recently (since Sep 04) as the 2nd Deputy Secretary.
4 Mr Tay is married with three children.

CHIONH CHYE KHYE
Mr
Chionh Chye Khye, 55, a professional Civil Engineer, graduated
with a 2nd class Honours degree in Engineering
from the University of Singapore in 1974. Later, as a Colombo
Plan scholar, he obtained a Master of Science from the Imperial
College of Science and Technology (University of London) in
1976.
2 He joined HDB in 1974 and rose to the appointment of Deputy
CEO (Building & Development) HDB in Jul 1998. He was seconded
to MND as Director (Housing) between Jan 96 and Jun 98. He
is currently CEO BCA on secondment, a position he has held
since 1 Mar 2002.

DR JOHN KEUNG KAM YIN
Dr
John Keung Kam Yin, 53, obtained a 1st
class honour degree in Arts (Geography) from York University,
followed by a Master of Science (Town Planning) and a Doctorate
in Philosophy from the University of Wales.
2 He started his career in Hong Kong, his place of birth,
as a teacher. In 1981 he joined the then Planning Department
of the Ministry of National Development, Singapore as a planner.
He then became a Senior Planner in 1989 when the then Planning
Department merged with the URA.
3 Dr John Keung was appointed Director, Physical Planning
Division, URA in 1993. In 2001 John Keung was appointed Deputy
CEO.
4 Dr John Keung was seconded twice to the Ministry of National
Development HQ, the first time in 1987 as Deputy Director
(Strategic Planning) and the second, in 1995, as Director
(Strategic Planning).
5 Dr John Keung is currently (since Mar 2002) on secondment
to HDB as Deputy Chief Executive Officer (Building). He is
married with three children.
